The earliest recollection of this bug is traced back to PAN-OS 12.1.5 - August 14, 2026. This bug is fixed in PAN-OS versions 12.1.5. Fixed an issue where the web interface became unresponsive when you attempted to modify Security policy rule items if the source-hip or destination-hip settings were not already configured, and the web interface did not display a relevant error message.
