The earliest recollection of this bug is traced back to PAN-OS 11.1.7-h4 - February 25, 2026. This bug is fixed in PAN-OS versions 12.1.5, 11.1.7-h4. Fixed an issue where the firewall dropped packets due to the incoming flow being hashed to a flow bucket that was full.
