The earliest recollection of this bug is traced back to PAN-OS 10.1.12 - July 22, 2025. This bug is fixed in PAN-OS versions 10.1.12, 11.0.3-h5, 11.0.3, 10.2.7. Fixed an issue on Panorama where configuration lock timeout errors were observed during normal operational commands by increasing thread stack size on Panorama.
