The earliest recollection of this bug is traced back to PAN-OS 10.2.4-h4 - July 22, 2025. This bug is fixed in PAN-OS versions 11.0.5, 10.2.5, 10.2.4-h4. Fixed an issue with firewalls in active/passive HA configurations where the passive firewall MAC flapping occurred when the passive firewall was rebooted.
