The earliest recollection of this bug is traced back to PAN-OS 10.1.9 - July 22, 2025. This bug is fixed in PAN-OS versions 10.2.4, 11.0.1, 10.1.9. ( Firewalls in FIPS-CC mode only ) Fixed an issue where the firewall went into maintenance mode due to downloading a corrupted software image, which resulted in the error message FIPS-CC failure.
