The earliest recollection of this bug is traced back to PAN-OS 10.1.5 - July 22, 2025. This bug is fixed in PAN-OS versions 9.1.14-h1, 10.1.5. Fixed an issue where sequence numbers were calculated incorrectly for traffic that was subject to SIP ALG when SIP TCP Clear Text Proxy was disabled. Fixed an issue where sequence numbers were calculated incorrectly for traffic that was subject to Session Initiation Protocol (SIP) application-level gateway (ALG) when SIP TCP Clear Text Proxy was disabled.
