The earliest recollection of this bug is traced back to PAN-OS 8.1 - July 22, 2025. This bug is fixed in PAN-OS versions 8.1.16, 8.1.15-h3, 9.1.4, 9.1.3-h1. Dataplane processes restart when attempting to access websites that have the NotBefore attribute less than or equal to Unix Epoch Time in the server certificate with forward proxy enabled.
