The earliest recollection of this bug is traced back to PAN-OS 8.1.11 - July 22, 2025. This bug is fixed in PAN-OS versions 8.1.11. Fixed an issue where eBGP peers connected by a VPN tunnel failed to come up when you configured eBGP Multi Hop to 0 .
