The earliest recollection of this bug is traced back to PAN-OS 8.1.9 - January 09, 2024. This bug is fixed in PAN-OS versions 9.1.9, 8.1.9. Fixed an issue on a firewall configured with GlobalProtect Clientless VPN where a process ( all_pkts ) stopped responding, which caused the dataplane to restart.
