The earliest recollection of this bug is traced back to PAN-OS 8.1.16 - July 22, 2025. This bug is fixed in PAN-OS versions 8.1.16. Fixed an issue where the TCP timestamp was stripped from the Client Hello when SSL Forward Proxy decryption was enabled.
