During the VM bootup process, either after creation or reboot, the management interface intermittently goes down, resulting in the loss of the SSH connection to the VM.
SSH connection to the VM will be lost. The user can access the VM only from the console
During bootup, if the `cloud-init-local.service` and `network.service` are executed concurrently, there’s a possibility that `network.service` will time out because the DHCP lease is temporarily held by `cloud-init-local`. The `cloud-init-local` service briefly activates the management interface to obtain the DHCP lease and metadata, after which it deactivates the interface. By the time this happens, `network.service` may have already exited, resulting in no active service to retry or re-establish the management interface
Reboot the VM
Run cloud-init-local.service after network.service so that the management interface and IP addresses are already available by the time cloud-init-local.service starts
