It is observed that deployments fail intermittently on the error "Server did not power off in the requested amount of time" in PFxM. This issue is specific to iDRAC and rare in occurrence.Impact to the customer is that OS will not install and service will fail to deploy.
As the issue is iDRAC specific, the workaround is to reset the system BIOS to default and reboot the iDrac.
