This issue might occur in the following two scenarios: cloud-init is used, but the IP address, netmask, and gateway are not configured through it. cloud-init is utilized for configuration but the process might fail, for example, due to a command error. This behavior makes it difficult for administrators to configure the device's management network settings right after boot up.
