When a packet engine (PE) receives a request to add or delete a route, an internal flag check might fail, resulting in the command being dropped with the error: "dropping propagated command on primary." Because the command is not propagated to all PEs, the route change succeeds on some PEs and fails on others, resulting in inconsistent routing entries in a multi-PE environment.

Upgrading to NetScaler 14.1 73.x causes instances with non-multiple bandwidth allocations to reject the invalid value, enter a grace period, and transition to an unlicensed state. Administrators must ensure all bandwidth allocations are in multiples of 10 Mbps before upgrading.
