Description: At N+1 configs on capwap restart AP's joining with secondary controllers Observed behavior: On configuring primary and secondary base configs to AP, on "capwap-ap-restart command", AP initially joining to secondary controller and then joining to primary controller. While converting AP from local to flex mode also the issue observed. Expected Behavior: On configuring primary and secondary base configs to AP, on "capwap-ap-restart" command, AP must join to the primary controller.
