An install operation fails with 'Package manager error'. Note that this symptom can happen for reasons which are not this bug.
This issue impacts releases from 7.4.1 onwards until 7.10.2 where the issue is fixed. This issue can only occur when running install operations while also collecting 'show tech install'. This can never happen unless 'show tech install' is being collected at the same time as the install operation. If you see this in other scenarios, it is not this issue.
Do not run 'show tech install' in the middle of an ongoing install operations. Use install show commands directly. All show commands available to the user outside of show tech install will work fine without affecting the install operation.
This issue is caused by lock contention between the install operation itself and one of our internal diagnostic commands gathered only in 'show tech install'. If these commands are run at precisely the same time, this issue will be hit.
