When using HSEC licensing on an IOS XE device the count increments by 1 resulting in oversubscription creating a lack of entitlement in the Smart Account. This keeps customers from being able to provision new IOS XE devices with throughput over 250 Mbps
IOS XE device running 17.9.x with throughput level over 250 Mbps and consuming HSEC license will increment license usage by 1 when using "license smart sync local" command or when synchronizing during normal 30 day cycle. This can also be triggered by "platform hardware throughput level mb " or "license smart authorization request local" This has been seen in offline mode, PI initiated to SSM on Prem, and direct cloud access.
1) Have GLO remove reservations from Smart Account to get the account back into a positive balance and perform a "license smart factory reset" and re-register the affected devices. -If Smart Account/Virtual Account are not in a negative balance this can be resolved by a "license smart authorization return local online" 2) After device is boot up, verify the device has correct number of hsec9k licenses. If it has incorrect licenses, use the following CLI to correct the license: License smart authorization request replace hseck9 all After about 1 minute, verify if the device has the correct license.
-The device may or may show >1 licenses in use via "show license all" "show license usage" "show license summary" etc. -Using "show license authorization" or "show license all" you will see the available count >1 which indicates the failure as well.
