Symptom
When the cisco 8000 series device is undergoing reload, its sending the trap ‘admin-down’ but when it comes up all up, its not sending ‘UP/OPERATIONAL’ trap.
Hence the operator is left with an impression that some of the FC and RP hasn’t come up until he manually logs in the router and check back.
When the Card comes up after reload, the trap is not at all send by the system

The operator has to log into the device and check if the LCs have indeed come up and that it was a false alarm.
