Observed multiple ISIS crashes when doing RPFO. This is due to the NULL0 interface not ready for a long period of time. NULL0 interface is used by ISIS to program summary routes (optional).
Problem will occur only when NULL0 interface is not ready for long period of time. With SR and flex-algo enabled, ISIS will crash repeatedly: router isis address-family ipv6 unicast segment-routing srv6 flex-algo In all other cases, ISIS will crash every 100 sec until NULL0 interface is ready.

With this fix: - ISIS will not crash in all setup (SR/non-SR flex-algo/non-flex-algo) when NULL0 interface is not ready for long period of time
