Fan speed running at highest rpm even at ambiant temperature post boot/reload/card manager process restart

Fan speed algo adjust speed based on RP inlet temp. In normal lab condition with temp around 24/25 we expect fans to lower than max rpm. fan algo start with max speed and adjust speed based on hysteresis where next speed setting required 2 degree chnage in previous and currrent temp. In lab setup 2 degree variance may not happend and hence transition from highest speed to new speed may not happend and fan speed can stuck at high sppeed. SW fix ensure first speed chnage is not based on 2 degree variance but start once we have set speed as per current temp condition.
