Platform: C9800-L-F/C-K9 Version 17.6.4

Workaround

1.WLC#show bootflash: all 2.check the large file for example：xxx core/C98-WLC1_1_RP_0-system-report_xxx.tar 3.delete the large-capacity system-report-file, and upgrade Fixed version 17.9.2 or 17.6.5
