Symptom
Customer upgrading from 17.6.3 on C8500-12X to 17.9.1. The install add is fine, but it failed the activation step using vManage GUI.

Customer upgrading from 17.6.3 on C8500-12X to 17.9.1, installation is fine, but it failed in activation step using vManage GUI.
Workaround
Using the CLI CLI command from the router works. Using a 1-shot install rather than 3-step via vManage should also work.
