ISE 3.0 patch 5. (other version could be affected). Whenever LSD is enabled, high CPU is noticed, this is caused by network device sending an empty calling-station-ID value to ISE.
LSD is enabled. Network device is sending a calling-station-ID avp with empty value.
Disable LSD as long as you are on a non-impacted version by CSCwa90930
