The link doesn't come up with a 1G fiber transceiver in a 25G uplink port when one side of the link is terminated on Cat9200 or Cat9300 switches.
When a 1G fiber transceiver such as GLC-SX-MMD or GLC-LH-SMD is plugged into a 25G uplink, then the link might remain in a down/down (notconnect) state upon bootup while the remote side of the link will be in the up/up (connected) state, as desired.
No workarounds such as SFP OIR, shut/no shut helps. downgrading to a software release not affected by this defect or upgrading to a software release where this defect is addressed would be an option
