Conditions

1) BGP VPNv4 working, BGP RR with next-hop-self allpaths, i.e. MPLS-VPN forwarding going through the RR. or 2) BGP VPNv4 bgp additional-paths install, with best-path and backup path, and need to allocate in label for advertising to downstream BGP neighbor. (i.e. the device is on the forwarding path)
