WLCs in HA SSO running 8.10.162.0 codes and above, which should have previous similar bug CSCvs49779 fixed - HA Link Encryption must be enabled to face this bug, as the issue is triggered by the Link Encryption feature.
Disable HA link encryption if RP is connected back-to-back Configure higher number of KA retries
