Symptom
When voice iec syslog is configured on the router, it will generate "%SIP-1-LICENSING: SIP service is Up. License report acknowledged." in the logs giving an alert for immediate action needed when there is no immediate action because the SIP service is Up.
Conditions
Chassis: ISR4331/K9
Happening on IOS-XE versions with smart licensing enabled "isr4300-universalk9.17.03.03.SPA.bin"
Workaround
Currently there are no workarounds

This syslog should be informational only and syslog level 6.
