Make sure to delete all the references to this server and then delete them, this will cause the URT bundle and the upgrade to complete succesfully.
When trying to upgrade from ISE 2.4 patch 13 to 2.7, if you have external radius servers configured, the URT bundle and/or upgrade process will fail.
