Symptom
EVPN L3 Route-Sync missing ARP entries (entries will be in show vrf), but not in show evpn evi mac)
OR
The following traceback is seen in L2FIB with only EVPN-IRB configuration (no evpn-route-sync configured):

Conditions
1) Config changes from EVPN IRB To EVPN L3 Route-Sync, causing l3 subinterfaces to download to l3fib with the l2 bridge-domain id
2) Configuring an L3 sub-interface for a VRF that is also involved with EVPN-IRB
Further Problem Description
For evpn-route-sync deployments, this often impacts the default VRF. For EVPN-IRB deployments without evpn-route-sync, this can impact any VRF.
This issue can be recovered with: proc restart l2vpn_mgr or unconfig/reconfig l3 subinterfaces
