Symptom

CMX/PI maps show managed APs as rogue AP. C9800 shows managed APs as rogue with state as Lrad and classification as Pending.

Workaround

There is no workaround at this time. It is noticed during verification that if AP's 5g radio is in DFS channel, it takes a long time for neighbor entry to pop up. Hence if we don't see an expected 5g neighbor to populate, try change the channel to non-DFS ones.
