Symptom
QSFP-40/100-SRBD does not come up at 40G, we hardcode the speed, the link does not come up on BV port or non-BV ports
Front-ports event-history might trigger a log that confirms we are passing the optic check at 100G and then port tries to come up, but we see only 100G logs, it is not honoring speed configured at 40G, eventually we see error "Took too long to detect signal. Restart" and we try again with 100G
Conditions
This issue is seeing on QSFP-40/100-SRBD when we have a third-party vendor on the other side where speed on the other end supports only 40G
