Symptom
As per Cisco Wireless LAN Compliance tool, the regulatory domain for AIR-AP1852 is "-I". However, WLC code only shows -E as supported. Since 2.4GHz is ETSI compliant, it will still join the WLC and radio 0 will be up but radio 1 will not be operational with the following message:
Attributes for Slot 1
Regulatory Domain check for this slot has Failed. This slot will not be operational
Conditions
WLC with country code BH for Bahrain and 1852AP with -I regulatory domain
Workaround
adding another country code with the same regulatory domain of the AP (which should be supported in Bahrain as well) can potentially help.
Further Problem Description
As per Cisco Wireless LAN Compliance tool, the regulatory domain for AIR-AP1852 is "-I". https://www.cisco.com/c/dam/assets/prod/wireless/wireless-compliance-tool/index.html
However, WLC code only shows -E as supported. Since 2.4GHz is ETSI compliant, it will still join the WLC and radio 0 will be up but radio 1 will not be operational with the following message:

WLC code needs to include all the regulatory domains for Bahrain which include -I, -C, -H in addition to -E.
