Port Admin Down with mode dot1q-tunnel: int ethx/y shutdown >>>>> should be configured before next command to set port mode to dot1q-tunnel switchport mode dot1q-tunnel

PortLoopback : A health monitoring test that will test the packet path from the Supervisor card to the physical port in ADMIN DOWN state on Linecards. Interface Rx and Tx packet counters are incremented (approximately four packets every 15 minutes) for ports in the shutdown state. This is not a hardware failure, so no RMA is required. Once diagnostic test PortLoopback is disabled by system internal policy PortLoopback test remains disabled system wide. Currently no method to reactivate it, requires switch reload to start it.
