When admin shutting down all Gig ports on an ASR920-12CZ-A, a "license_release_bulkport", the TenGig ports may unexpectedly go admin-down as well due to a "license_release_bulkport" event. Normally, a bulk port license release should only take place when the last licensed Gig or TenGig port is shut. Issue occurs if all Gig ports are admin-shut, triggering a "license_release_bulkport" event. The bulk port license should normally only be released if all licensed ports, including the TenGig ports, are shut.
