restart netio process on Active and Standby RSP
The issue seems to be with the netio process on the RPs, not being able to select a BVI service card (from the available line cards in the router). The initial suspect is that netio is not receiving notifications from the shelf-manager that the line cards have booted up and are functional. The problem did not reproduce during local repro attempts.
