Symptom

ND proxy/anycast stops working on switch boot-up because of a timing issue.

Conditions

Because of a timimg iusse during system bootup, ND API returns Vinci not enabled if below 3 conditions are not set: AMAC, fwdmode:proxy/anycast, switch role:Leaf Because of a timing issue during boot-up, ICMPv6 process misses the AMAC config notifications from HMM because before HMM adds icmpv6 as its client, these notificaions are already sent.

Workaround

Manually need to remove and reconfigure the HMM anycast gateway mac commands.
