This is an OS related issue Service responsible for the issue: api-ms-win-crt-runtime-l1-1-0.dll This occurs when api-ms-win-crt-runtime-l1-1-0.dll is missing from /system32 folder of the Windows 2012 R2 Virtual Machine
In order to resolve this issue, copy api-ms-win-crt-runtime-l1-1-0.dll from a working windows 2012 R2 VM from path C:\Windows\System32 and paste it in the affected VM C:\Windows\System32 Re initiate VMware tools upgrade Reboot VM
