Symptoms
When restoring a file based backup, you see the error
"This server does not allow plain FTP. You have to use FTP over TLS" on trying to use the same ftp server used to create the backup.
i.e.: ftp://backupserver.fqdn
Cause
The FTP server requires a secure access.
Resolution
To solve the issue use ftps:// instead of ftp://
