Ports, Permissions, or DNS issues can cause this failure:
Ensure connectivity between the Veeam server and the vCloud Director address.
Confirm DNS is correctly configured - FQDN in Public URL must be resolvable from the Veeam server.
Verify that the required ports between the Veeam server and vCloud Director are open.
Validate that the credentials being leveraged have the correct permissions.
