Description of problem：
Uninstalling vmware-tools from windows guest sometimes fails with exit code 1618 or exit code 1603

Steps to Reproduce:
1. Convert some VMware windows guests with timezone 'UTC-05:00 Eastern Time (US & Canda)' and different Short_date Long_date, and with VMware-tools installed, check status of qemu-ga and vmware-tools in guests after v2v conversion, the test results are summarized as follows:
