However, I can do this on Fedora to update pip to 21.3.1 even on Python 3.6: $ python3.6 -m venv venv3.6 $ venv3.6/bin/pip install --upgrade pip $ venv3.6/bin/pip install lxml==5.2.1 Collecting lxml==5.2.1 Downloading lxml-5.2.1-cp36-cp36m-manylinux_2_28_x86_64.whl (4.8 MB) Installing collected packages: lxml Successfully installed lxml-5.2.1
