This test expects replication on the test config servers to happen within 3 seconds (wtimeout: 3000). When the machine is a little slow, this doesn't happen. This is the case where cmd.runsOnShards is true but cmd.failsOnShards is false. This timeout should be increased. This test is expected to fail because replication fails on the shards (so a very long timeout is not a good idea, as we will hit it every time), but it needs to be long enough to allow the config servers to consistently replicate. 30 seconds might be a good compromise.
