Symptoms

Cause

License keys were not added one at a time.

Resolution

Work Around There is no workaround. Resolution: Replacing both POD keys resolved the issue. After regenerating both POD license keys and adding each license separately, all 24 ports were activated and licenseshow displayed the licenses correctly.
