The issue was caused by the gear train bind in the printer. Step 1 - Remove the toner from the printerStep 2 - Remove the imaging drum from the printerStep 3 - Pull out on the Cartridge Gearbox Coupling to re-align it. If this does not resolve the print quailty issue, test with a new Dell Branded toner or a working toner from another printer of the same model.
