Both the Dell Precision 3630 Tower and the 3930 Rack systems do not support a BIOS downgrade going from Version 2.X.X to version 1.X.X.

Solution
This is working as designed and is working within the planned BIOS design for these two system types.
Some BIOS changes made between version 1.X.X and version 2.X.X can't be reversed, and because of this the ability to downgrade has been disabled.
Warning: Dell recommends disconnecting any external devices like external hard disk drives, printers, scanners before updating the BIOS.
Warning: Dell laptops must have the battery installed and charged to at least 10% before you begin the BIOS update. Dell recommends connecting the laptop to AC power before proceeding with the update process.
