Symptom
The following error may appear in the GUI of the Secure Firewall Management Center:

The system couldn't find a requested item.

Even after clicking "OK" in the box, the same error may immediately appear again multiple times.
In the access control policy, the dropdown box for the default action may be completely blank upon opening the policy. Clicking on the dropdown box will show two sections ("System-Provided Policies" and "User Created Policies"), but the available policies themselves may sometimes not be on the list under those sections.
In the "Network Analysis and Intrusion Policies" settings on the "Advanced" tab of the access control policy, the "Intrusion Policy used before Access Control rule is determined" dropdown box may be blank and the dropdown box will not allow for the selection of an intrusion policy.
On the "Inspection" tab of an access control rule, clicking on the dropdown box for "Intrusion Policy" will show "Loading..." with a spinning icon to the left -- and the list of intrusion policies never loads here.
Conditions
The following actions taken with an access control policy may result in the appearance of the error:
* opening the access control policy for editing
* opening an access control rule for editing while in an access control policy
* within an access control rule, navigating to the "Inspection" tab
* on the "Inspection" tab within an access control rule, clicking on the dropdown box for "Intrusion Policy" to select an intrusion policy for the access control rule
* on the "Advanced" tab of the access control policy, when editing the "Network Analysis and Intrusion Policies" settings
