Symptom
Routers are stuck in VRRP primary state under following
Conditions
change priority on backup vrrp
shut the portchannel interface downstream
Conditions
IOS-XE SDWAN running 17.9.3a on platform C1131 device
Workaround
shut/no shut the vlan interface
reload the router
