Symptom
Signal loss alarm raise or clear , "PROV-INPROGRESS " alarm raises and clears immediately - a transient alarm.
Conditions
On client optics controller when SIGLOSS is injected/Clear transient ?PROV-INPROGRESS? alarm is seen. The issue is happening because the value of Tx power is 0 in both the scenarios and getting TX_POWER_CHANGED even though there is no change in TX_POWER. Since driver is receiving the TX_POWER_CHANGED, it is sending the optics node programming towards LC and hence we are seeing the raising and clear of provisioning-in-progress alarm for the client optics controller
