IOS XE WLC may experience an unexpected reset with the following message:
Log message: %PMAN-3-PROCHOLDDOWN: R0/7: wncd: The process wncd has been helddown (rc 134)

Further Problem Description
Although this bug CSCwi28382 may show as being "Fixed", in fact this commit caused an unacceptable regression, and was backed out. Track the bug CSCwj26196 for the real fix for this problem.
