Symptom
In case of delete line ?remark ==== HTTP ====?, the command doesn’t work with below
Error messages.
(config-acl)# no remark ==== HTTP ====
Didn't find seqno for the given rule
ERROR: tlv invalid argument
Workaround
none
introduce add seq number, but another issue happen.

Further Problem Description
In nxos 7.x , this operation worked.
After upgrade 10.x , nxos was changed behavior.
Customer strongly requested us to change origianl behavior.
